New Ontario RV Driver’s Licence amendments take effect July 1st

As of July 1, 2025, the Ontario Highway Traffic Act includes two new licensing options for individuals who tow or drive recreational vehicles (RVs).

These options amend existing licence classes and introduce the new Recreational Vehicle Learning Module (RVLM) – a set of required online courses. The RVLM must be completed before renewing your driver’s licence and covers the following essential topics:

1. Safe RV Operation: This includes guidelines and best practices for operating an RV safely on the road.
2. Safe Driving Practices: Information on driving techniques and practices specific to RVs.

The module aims to ensure drivers have the necessary knowledge and skills required to operate larger RVs safely. There are now two licensing options for RV drivers:

1. RV Endorsement for Classes G, E, and F Driver’s Licences: Required for RVs weighing between 11,000 and 14,000 kg.
2. Restricted Class D Driver’s Licence: Required for RVs over 14,000 kg.

To remain compliant, drivers must complete all RVLM courses for each size of RV they intend to operate. Courses can be completed online or in-person at your local DriveTest Centre and should take about 45 minutes.

What is not entirely clear from the latest press release is the method of calculating the RV weight. I am guessing the 11,000 to 14,000 kgs refers to Gross Combined Weight Rating – meaning vehicle and trailer total. In the case of a motorhome this weight would be for the rig itself. You can find more details about licensing types and vehicle weight classifications on the Government of Ontario website.

These licensing amendments follow the introduction of the modified Class A that was added to the Highway Transit Act well over a decade ago.
